民营企业人力资源管理与开发中存在的问题与对策

摘    要:民营经济已成为国民经济的重要组成部分,在促进经济发展、创新科技、满足就业等方面起着重要作用。但作为民营经济主体的民营企业特别是中小型民营企业在人力资源管理与开发方面存在着缺乏正确的用人观念、组织结构不明晰、人才观念模糊、薪酬管理和绩效考核不健全、职工培训体系不系统等问题,严重影响了民营企业的健康发展。这些问题的产生有宏观环境方面的原因,更多地是源自民营企业内部,特别是企业家的素质与意识。从企业本身入手,应着重提高民营企业家的素质,完善组织结构,健全绩效考核、员工培训与薪酬管理三大体系,从而提高民营企业人力资源管理与开发的水平。

Abstract:Private economy has become an important component of national economy and has played very important role in economic development promotion,unemployment problem solution and scientific and technological innovation.However,as the main part of private economy,private enterprises,especially those of small or medium scale,have some wrong ideas in their human resource management and exploitation.These wrong ideas express themselves as problems in organization,personnel management,payment and performance management and staff training of private enterprises and have severely hindered their development.These problems originate,besides the external environmental influences,mainly from the inner part of private enterprises,especially from the poor qualities of enterprise owners and their mistaken ideas.The innovation should be carried out from the inner part of private enterprises.Special attention should be paid to promoting the quality of enterprise owners.It is hoped that by perfecting their organization,performance management and staff training and payment management systems,the human resource management and exploitation of private enterprises could be highly improved.
