| 摘 要： | “三农问题”的本质是农民问题,农民问题的关键是农民增收,农民增收的根本出路是农村劳动力的转移;当地经济的发展后劲,决定了当地劳动力转移的主要模式和方向,政府采取适宜的措施和方法,将促进当地劳动力的转移和稳定就业。

| Abstract: | The essence of"Three Rural Problems "is the problem of farmers,while the k ey issue of this problem is about an increase of f armers' earnings,and the essential way out f or the problem is the transference of rural labor force.T he developmental condition and pote ntial of local economy determine the major pattern and direction of lo cal labor force transference.If the government takes appropriate measures,it will certainly promote this transference and stabilize the employment. |
