| 摘 要： | 通过构建科技成果转移转化成效评价指标体系,运用因子分析方法计算出了2015-2020年河北省及其他30个省域的成效得分,并结合其他数据从纵向时间和横向空间两个维度对河北省科技成果转移转化成效进行了实证研究。结果表明,河北省科技成果转移转化评价指标各年度数据增速不均衡,投入阶段增速明显低于产出阶段和转化阶段;河北省科技成果转移转化成效在全国的排名虽然稳定,但与排名靠前的省域相比,在经济发展水平、高教资源和科研经费投入等方面存在显著差距。因此,河北省应该采取提升科技成果转移转化投入水平、完善科技成果转移转化政策并利用区位优势扩大科技市场需求等措施提高科技成果转移转化成效。

| Abstract: | Through building an evaluation index system for the transfer and transformation of scientific and technological achievements,this paper has calculated the achievement scores in Hebei Province and other 30 provinces from 2015 to 2020 with factor analysis method, and made an empirical study on Hebei Province from two dimensions of vertical time and horizontal space combined with other data. The results show that the annual data growth rate of the evaluation index for the transfer and transformation of scientific and technological achievements in Hebei Province is uneven, and the growth rate in the input stage is significantly lower than that in the output stage and transformation stage; Although the national ranking of Hebei Province has been stable,there is a significant gap in the aspects of the economic development level, higher education resources and scientific research investment compared with the top provinces. Therefore, Hebei should raise the investment level, perfect the policy, and expand the demand of science and technology market by taking advantage of the geographical advantages, so as to improve the effect of the transfer and transformation of scientific and technological achievements. |
