| 摘 要： | 高等继续教育在高等教育大众化发展历程中发挥着重要作用。随着现代教育技术的不断进步,天津高等继续教育的基本格局已经发生了变化,呈现出高等学历继续教育规模偏低、非学历继续教育亟待提高、远程教育迅速发展的现状。针对这些变化,提出扩大高等继续教育规模、明确高等继续教育发展定位、创新高等继续教育人才培养模式、建立高等继续教育管理体制、实施高等继续教育改革与发展试点项目等五项措施,对于探索天津高等继续教育发展规律,科学制定发展战略和政策,促进高等继续教育持续发展,具有重要的理论和实践指导意义。

| Abstract: | Higher continuing education plays an important role in the development of the popularization of higher education. With the development of modem education technology, the basic pattern of Tianjin higher continuing education has changed. The status show that higher academic continuing education scale is low, higher non - academic continuing education needs to be improved and distance education is booming. In view of these changes, this paper puts forward five measures, including expanding higher continuing education scale, clarifying higher continuing education development orientation, innovating higher continuing education personnel training mode, establishing higher continuing education management system and implementing higher continuing education reformation and development pilot projects. These measures have important theoretical and practical significance to explore the law of Tianjin higher continuing educational development, to make scientific development strategy and policy, and to promote the sustainable development of higher continuing education. |
