| 摘 要： | 科技人才安全是国家安全的重要组成部分。在科技全球化下,科技人才流动频繁,科技人才的国际化和本土化竞争激烈,致使我国科技人才流失严重,科技人才安全面临着严峻的挑战。为保障科技人才安全,从用人制度、政府政策、人文环境、青年教育等方面建构我国的科技人才安全管理体系。
