摘    要:“弃档“是目前我国人事档案管理中特有的现象,造成人事档案管理的无序.它一方面反映了“弃档“者自身档案意识的淡薄,另一方面也说明了在人事、人力资源管理上市场规则与行政管理之间的冲突.为适应市场经济下的人事档案管理,应遵循人才流动的规则,杜绝“扣档“和“重新建档“现象;扩充人才市场所需的信息,研制流动人员档案管理软件,加强人事档案管理的服务性.

Abstract:"Abandoning file" is a special phenomenon in China's personnel file management nowadays. It causes the disorder of the personnel file management. On the one hand, it shows that those who abandoned their own files have a poor understanding of the importance of personnel files. On the other, it also indicates that there is a conflict between the market rules and administration in the management of personnel and human resources. In order to adapt to the personnel file management under the market economy, rules that talents should be allowed to move should be followed, and the practice of detaining or rebuilding files should be put an end to; information that the talent market needs should be expanded; software for the management of the files of those who are moving should be designed ; and service in the management of personnel files should be enhanced.
