| 摘 要： | 国家突发公共事件中的高等教育系统应对,涉及"高等教育系统作为国家突发公共事件响应组成部分"以及"高等教育系统通过自身稳态运行服务国家战略"两个辩证统一的方面。不同的高等教育系统运行范式及其所附着的高等教育资源要素重组,是实现两个辩证方面不悖运行的联动点,可使高等教育系统在特定环境下产出最大效益,双重服务于国家突发公共事件的整体应对。获得这种运行范式转化的最大效益,高等教育系统需要针对不同突发公共事件的生发机理和影响机制,实施差别性的资源配置举措。开展"应急预案可操作性评估与动态调整,相关应急知识教育及预案演练,应急响应执行监督和牵涉人员应激支持",可提升高等教育系统的应急水平。

| Abstract: | The response of higher education system in national public emergencies involves two aspects of dialectical unity: "higher education system acts as a part of the national public emergency response" and "higher education system serves the national strategy through its stable operation". Different operation paradigms of higher education system and the reorganization of its attached higher education resource elements are the linkage points to realize the operation of its two dialectical aspects, which can make the higher education system produce the maximum benefit in a specific environment and serve the overall response of national public emergencies. In order to achieve the maximum benefit of this transformation, higher education system needs to implement different resource allocation measures for different types of public emergencies and different response stages of the same kind of events. The emergency-coping level of higher education system can be improved by carrying out "emergency plan operability evaluation and dynamic adjustment, relevant emergency knowledge education and plan drill, supervision of emergency response implementation and stress support for personnel involved". |
