| 摘 要： | 民主政治环境下，执政党理性、主动地与公共权力之间划分并恪守各自的权限，发挥各自特有功能，行使各自法定职能，以及由于这种划分与运作而导致的因果辩证关系，统称之为执政“守位”律。中国共产党执政“守位”律的基本规定，就是要按照“总揽全局、协调各方”的原则，改革和完善党的领导方式和执政方式，实现党与公共权力之间关系最优化与法制化。

| Abstract: | The Law to observe the duty is actually the dialectical relationship between the governing party's rational exercise of its power and legal function and that of the organs of state power. To observe its duty well, the Communist Party of China should reform and perfect the leading mode and governing mode according to the principle of assuming overall responsibility and harmonizing all sides. It should also optimize its relations with the organs of state power and strengthen the legality of the relation. |
