| 摘 要： | 台谏作为中国古代特殊的监察制度,虽早已有之,但其完备成熟并在政治上产生重大之影响则是宋朝,而宋朝又以仁宗朝最为关键和典型.因为仁宗过于重用台谏,“唯言官是听”,纵容风闻弹劾,使以言事为职责的台谏逐渐蜕变为以攻讦捃人之阴私为能事,这给仁宗朝乃至整个宋朝都带来了重大的影响.

| Abstract: | Taijian,regarded as a special supervisory system of ancient China,though had already existed for long ages,its completion,maturity and exetion of great influence on politics was in Song Dynasty.While the key and typical period was Ren-Zong Dynasty.Because Ren-Zong too much emphasized on Taijian system,"adopting any suggestions made by taijian",instigated the practice of making judgement by rumors,which resulted in taijian's duties gradually diverting from regular expostulation to attacking people's private affairs,it led to great impact not only on Ren-Zong Dynasty,but also on the whole Song Dynasty. |
