| 摘 要： | x针对东北老工业基地的人才瓶颈矛盾，为解决各级地方政府在其中的地位和作用问题，运用逻辑和实证的方法，分析目前各级地方政府部门在相关问题上存在的偏差，提出更新发展理念、掌握主动权、创新人才队伍生成机制、构架良好的生存和发展空间、倡导新的人才观念等战略，提出了为构建老工业基地人才高地亟须政府强有力干预的结论。

| Abstract: | To counter the talent bottleneck contradiction all levels of local authority＇s status and function,this of Northeast old industrial base and to solve the problems of thesis makes a logical and pragmatic study, analyzes the deviation of local government departments at all levels on this issue at present,from the aspects of updating development concept,grasping initiative,innovating talent formation mechanism,constructing good space for survival and development and advocating new talent ideas,we proposes some tactics. It researches a conclusion that for the sake of building a talent highland of the old industrial base, a strong government intervention must be demanded. |
