| 摘 要： | 在十六国时期,我国北方地区战争频繁,社会动荡,人民流离失所,社会经济趋于萎缩。北方少数民族建立的割据政权为了政治统治的需要,通过设置官职、劝课农桑等经济政策,使其社会经济生活的重心由牧业转向了农业,不同程度的维持并刺激了这一时期农业的发展。
