政府宏观管理视角的创新型人才激励机制研究

摘    要:当前,对创新型人才的激励措施不可谓不多,但对政府、企事业单位应当介入领域、程度的研究还不够深入,导致实际操作中存在重复或者空白.文章研究立足于政府宏观管理需要,在深入分析创新型人才激励利益相关者关系的基础上,理清了政府在其中的角色定位,并对其应当关注的重点进行研究.有利于政府、企事业单位依据职责提供条件满足创新型人才主要需求,提高政府公共资源的使用效率,建立更加科学、合理、完善的创新型人才激励机制.

Research on Incentive Mechanism of Innovative Talents for Government Macro Management

Abstract:There are many incentive measures for creative talents, but studies on the field and degree of the government in- volved in is not deep enough, resulting in repitition or blank incentive measure in the actual operation. Just for the govern- ment' s macro management, after analysing the stakeholders' relationship of the innovative talents, this study clarifies the role of government and its focus on innovative talents. For the government, enterprises and institutions, the result will con- tribute to provide the conditions to meet the major needs of the innovative talents, improve the efficiency of public resources, and establish more scientific reasonable and perfect incentive mechanism.
