| 摘 要： | 通过对湖州市社区治理状况的调查,发现湖州市社区存在治理主体单一、治理手段落后、居民参与度不高等问题.从民间组织的不成熟、居民委员会地位的模糊不清等方面进行原因分析,指出只有对民间组织的培育、公民精神的培养以及制度层面的完善,治理理论才能有效发挥其作用,并达到良好的状态"善治".
