| 摘 要： | 灾难事件中公民与国家之间的互动以最密集、最激烈、最具不确定性的方式呈现。相比西方灾后的多元公民参与,中国公民对灾难事件的参与除了与救灾文化、公民定位不清晰、强势政府等有关外,其间政府是否回应,回应的诚意、效率和到达率如何都是可能的影响因素。如果公民能理性参与救灾和灾后重建,且政府能做出积极、高效和专业性的回应,那么灾难在引发自然、社会和文化变迁的同时,也能促成公民与国家之桥的架通。
