| 摘 要： | 荒政监察因关乎无数灾民的生命,在监察工作中尤为重要。明代在无论是报灾、勘灾、赈济等救灾环节,还是仓储、水利等备灾环节,政府都加强了监察,而且监察主体由多元趋向抚按一体,职任由单纯监察趋向监察与统领并重,监察官本身也成为被监察对象。总体而言,明代荒政监察取得了明显成效,然因后期政治腐败、吏风日下,监察官无法独善其身,故而荒政监察效果不佳。显然,澄清吏治、整顿吏风,是强化荒政监察、保证救灾顺利进行的重要保证。
