| 摘 要： | 进口图书、期刊市场的垄断经营导致外文文献资源价格高昂、文献信息高度不对称以及经营者服务水平的低层次。通过深入分析我国进口图书、期刊市场的垄断性特征，提出通过公开采购招标、建立区域性信息资源共享体系、合理利用外文电子资源以及通过开放获取等多种策略加强高校外文文献资源建设，缓解市场垄断经营带来的资源建设困境。

| Abstract: | The monopoly operation of import books and periodical resources leads to the high price of foreign information resources, high information dissymmetry of resources and low lever of service. The anthor analytical studies the characters of books and periodical resources on the basis of monopoly market, puts forward some proposes to strengthen the construction of the foreign information resources, induces the dilemma of resource construction, such as purchasing by public bidding, establishing regional information sharing system, using foreign electronic resources and open access etc. |
