摘    要:义务教育是教育领域中的一个特殊阶段,这是因为公民接受义务教育的权利是由法律所保障,并且在一定程度上是免费的。义务教育的产品属性是基本的定性问题,直接关系到义务教育的供给方式和资金来源。虽然从严格的经济学定义出发,义务教育并不完全符合公共产品的特征,但现代社会的义务教育逐步演变为国家所必须提供的一项公益事业或者说是一种社会福利,这也是为什么义务教育应当免费的根本原因。

Abstract:Compulsory education is a special stage in the field of education, because the rights of citizens to receive compulsory education is guaranteed by law, it is free of charge to a certain extent. Product of compulsory education is a fundamental qualitative question ,which is directly related to education and the supply ways and capital source. From the view of economics definition, education does not fully conform to the characteristics of public goods, compulsory education in modern society provides a public welfare or a kind of social welfare step by step, which is the basic reason why compulsory education should be free of charge.
