| 摘 要： | 在现代社会,社会民众能否成为适应社会发展变化的新的社会生产者,是迎接现代科技进步挑战的一个关键问题,因此,为民众提供学习机会,创造培训条件,以积极开展全民素质教育作为提高本国竞争能力、保持国家先进地位的基本手段。为了迎接社会现代化进步的挑战,强化市民素质的培养与提高工程,文章主要探讨了加快提升市民素质的基本途径和办法。

| Abstract: | In modern society,a key issue for the challenge of the development of science and technology is whether the people are the new social producers adapting to the development and change of the society.Therefore,it is a basic means to provide more opportunity for people to receive training to improve the people’s quality and the national competence of competition.The basic means and approach are discussed in this paper to promote people’s quality. |
