| 摘 要： | 一个有高度负责任的政府应该积极主动承地担政府应有的责任。然而,在我国,传统的"官本位"行政文化、现行行政问责制及政府回应机制都阻碍了责任政府的建设步伐。为此,在构建责任政府的过程中,要大力培养责任型行政文化的"软环境",要不断完善行政问责制,同时要积极、及时回应民众的利益诉求。

| Abstract: | A highly responsible government should take their responsibility positively and actively.However,in China,the traditional＂official standard＂administrative culture,the current administrative accountability system and government response mechanisms responsible government hinder the pace of building a responsible government.Therefore,we should vigorously develop the＂soft environment＂responsibility of administrative culture,to constantly improve the administrative accountability system,and respond to interests demands of the public positively and actively. |
