我国少数民族双语课程资源开发及政策研究

摘    要:双语课程资源匮乏是影响当前我国少数民族双语教育发展的重要因素。开发双语课程资源是解决我国少数民族双语教育质量不高、发展缓慢的有效途径。具体包括通过发挥双语专家的才能,加强双语课程文本资源建设;加强双语教师队伍建设,发挥好双语教师作为双语课程实施最重要的资源优势;充分发挥网络传递快、支持自主学习的特点,加强网络双语课程资源建设等几个方面。还应该通过突破体制机制的壁垒,最大限度地释放双语课程开发的人才的活力;在国家层面的少数民族教育研究项目方面重点关注双语课程开发问题;加强双语课程开发的资金保障,设立双语课程开发的专门经费等政策措施鼓励和引导我国少数民族双语课程资源开发。

Abstract:The deficiency of bilingual curriculum resources is an important factor affecting the current development of ethnic minority bilingual education in China.An effective way to solve low quality and slow development of our minority bilingual education is to develop bilingual curriculum resources.Specifically speaking,it includes taking advantage of bilingual specialists,strengthening the construction of bilingual curriculum text resources,enhancing the development of bilingual faculty,giving full play to the resources of bilingual teachers and to the advantages of network such as fast speed with autonomous learning,and strengthening the construction of the online bilingual curriculum resources etc..The barriers of institutional mechanisms should be broken through to embody the vitality of talents in bilingual curriculum development to the maximum degree. More attention should be paid to ethnic minority bilingual curriculum development issues at educational research projects of the state level.Funds for bilingual curriculum development should be guaranteed;policies and measures should be established to encourage and guide the development of ethnic minority bilingual curriculum resources in China.
