| 摘 要： | 随着农业税减免政策的实施，不仅从经济上改变了农民和国家政权的关系，也深刻影响着农村的经济基础和上层建筑，改变着基层政权的运行方式。面对财权、事权、用人权大幅度削减的新形势，乡村基层组织何以生存、怎样执政，成为摆在我们面前的一个紧迫问题。

| Abstract: | With the inplementation of the abolishment of the taxtation of rural areas,the relation between the farmer and government has been changed. It also affects the rural economic base and upper stucture, and changes the operation of basic power. Facing to the reduction of finance power, management power and human resource power, how to survive and how to manage for a rural government, have been turned into an urgent problem. |
