| 摘 要： | 基础设施是经济社会发展的基本前提条件。农村基础设施建设滞后，会严重制约农村经济社会发展。河南省作为一个农业大省。当前的农村基础设施建设仍然存在很大的差距与不足，这一现状亟待改善。加强河南农村基础设施建设，一要详细调查。分类指导。阶段性推进；二要加大财政投入力度；三要吸引民间资本投入；四要完善经营管理体制。

| Abstract: | Infrastructure is the premise condition for the economic and social development.The deficiency in the construction of rural infrastructure will restrict the development of rural economy and society.Henan is a big agricultural province.At present,there still exists great gap and deficiency in the rural infrastructure in contrast with other advance provinces.Such condition is urgently wanted to be improved.For strengthening the construction of rural infrastructure of Henan province,firstly,it is necessary to investigate infrastructure in detail,direct guide and promote it step by step;secondly,to enlarge the finance investment;thirdly,absorb the non-government capital and fourthly,perfect the management system. |
