| 摘 要： | 中共十六大确立了我国全面建设小康社会的伟大战略，云南提出与全国同步实现全面建设小康社会的宏伟目标。云南实现小康社会，重点和难点都在农村。根据云南实际，结合外地的做法，提出在全省实施小康村建设工程的思路，并从重要性、必要性、可行性以及具体目标、措施等方面进行了探索。

| Abstract: | China has set the great strategy of building a well-off society in an all-round way at the 16th National Congress of the Communist Party of China .keeping pace with the country,Yunnan has atso established its grand goal of building a well-off society in an all-round way.It is in the rural area that Yunnan finds it both focal and difficult to build a well-off society.According to the actual condition in yunnan and experience drawn from other regions,an assumption of implementing the project of building well-off Villages in Yunnan is presented with a research on its importance ,necessity.possibility and concrete measures. |
