| 摘 要： | 近半个多世纪，特别是近20年以来，科学技术的生产、传播和应用活动有序地发生了巨大的变革，说明这三者是一个有机的、互动共长的整体。科技期刊工作不论是宏观还是微观，都应当从这个整体出发考虑问题，这三者结合得越紧密越协调，科技期刊工作就越有成效。科技编辑人员在科学技术活动中扮演着选家、守门人、传播者的角色，一些促进科技活动的功能性社会机制也要编辑人员在编辑活动的过程中启动实施，因此，在新形势下应当高度重视编辑人才资源的开发，强化编辑队伍建设。现在我国科技期刊的运营规模狭小、分散，资金和技术力量薄弱，实现产业化、集团化已是大势所趋，不论哪种运营模式都应坚持社会效益第一的最高准则。

| Abstract: | Tracing back to the rapid development of sci-tech periodicals and its status in our editorial career in nearly half a century enables to understand that the development of science, its dissemination and utilization are three incorporate and interactive constituents. Macro- or micro-consideration of effective scientific publishing enterprise is focused on the harmony of the three constituents as a whole. Since science editors as gate-keepers of science material also play active roles in some science related social activities or the development of human society, the training and education of science editors are extremely important in the modernization drive in China. The present situation of scientific publishing is not in accordance with the ever developing economy as this sector is characterized by small, disseminated, and technically weak production. Group production and national or international corporation are the possible way for further development of science publishing enterprise. In whatever the mode of forms, the social interest should be the first principal dogma. |
