| 摘 要： | 发展现代农业,必须实现土地等生产要素的集约化经营,这就要求土地等生产要素的适度集中。失败的实践证明：土地共有集中经营存在严重弊端。而土地私有集中经营又与我国法律、体制以及国情相悖。因此,必须创新农业生产组织方式,推动土地公有民营的集中经营;建立现代民营农场制度,在坚持土地公有制的基础上实现民营集中经营。

| Abstract: | To develop modem agriculture, the intensive management of land and other production elements must be implemented. This requires a modest concentration of land and other production elements. The failure practice has proved that there are enormous shortcomings in concentrated operation of land. However, its concentrated operations of the private ownership of land are against our legal, institutional as well as our national conditions. Therefore, we must invent the organization of agricultural productions to promote the concentration of private ownership of land management. On the other hand, we must establish a modern system of private farms to carry out the private concentrated operation while adhering to the public ownership of land. |
