| 摘 要： | 土地立法是南京政府时期的重要立法内容,受到各方的关注.这一进程主要包括土地立法的酝酿和准备,也就是土地立法思想的形成和政权的建立阶段、各项土地法规的制定阶段以及土地法的修改及准备实施阶段.从土地立法的进程可以看出,这一部门法的制定既“快”又“慢”,且颇具功利性.

| Abstract: | This paper tries to sketch out the process of the land legislation of Nanking National Government before the Anti-Japanese War.This legistlation is the core issue of Nanking National Government and draws attention from all walks.This process mainly includes three phases: the phase of formation,the phase of formulation and the phase of amendment.Judged from the process,this legislation has a great utility character which has influenced the speed of the figuration of the law. |
