| 摘 要： | 乞讨是乞讨者在公共场合明显表现出困难的生存处境,在得到他人的同情后,接受其施舍的钱物的过程。乞讨不对他人造成伤害,因此法律不禁止乞讨。但是乞讨损害乞讨者本人的尊严,因此在道德上受到争议。对不同目的的乞讨有不同的道德评价。为解决生存危机的乞讨,因为生命价值高于其它一切价值,所以这种乞讨是应当的;为脱离贫困的乞讨,以暂时的尊严为代价换取家人的幸福和发展,也是可以被接受的;为赚取暴利的乞讨,使乞讨者本人成为物欲的奴隶,对施舍者也是一种欺诈,因而受到道德的谴责。乞讨在一定程度上减少了社会动荡的隐患,但是乞讨给公共管理制造混乱,这就是乞讨对社会发展的主要影响。因为贫困人口仍是乞讨的主力军,所以尽管乞讨人员形形色色,但是施舍仍是必要的。

| Abstract: | Begging is a process of receiving others' almsgiving after showing one's difficult situation and achieving others' sympathy in public.Begging is not banned by law because it doesn't do harm to others.But it causes disputes in moral layer because it hurts the dignity of the beggar.Begging with different aims will get different moral evaluations.Begging for living is understandable because life is the most precious.Begging for happiness and developing of the family in the expense of dignity is acceptable.Begging for profits will be blamed by the public because it's a trick to the almsgivers.To some extent,begging can reduce the turbulence of the society,but bring chaos to the public management at the same time,which is the influence of begging to the development of society.Although there are all kinds of beggars,almsgiving is necessary because most of the beggars are people living in poverty. |
