| 摘 要： | 通过对图书馆发展统计数据的实证分析，发现当前金字塔型的公共图书馆体制存在若干问题与弊端。结合现实国情和国际先进经验，应采取一系列体制改革措施，包括在各地区设立国家图书馆的贮藏中心，省级图书馆的公众服务职能剥离到市级图书馆，与国家图书馆一起组建政府图书馆系统；公共图书馆则由市级图书馆辐射社区图书馆和县级图书馆辐射农村图书馆的网络构成。

| Abstract: | Through the empirical analysis of statistical data of library development, it can be found that there are a number of problems and defects in the current pyramid structure of the public libraries. A series of reform measures should be carried out, such as establishing storage centers of the National Library in various regions, separating the public service functions of provincial libraries to municipal libraries, establishing governmental library system by National Library and provincial libraries, establishing public library system by municipal libraries which radiate community libraries and county libraries which radiate rural libraries. |
