义务教育减负政策的失效因素及对策探讨

摘    要:义务教育减负政策失效的表现在于教育减负政策的被曲解、教育减负政策的被截留、上有政策下有对策、教育减负政策运行监督机制的缺乏、教育减负政策反馈与评价缺位等方面.其影响因素在于教育减负政策涉及社会各方面的利益、教育减负政策执行的环境影响、教育减负政策执行者的影响、教育减负政策本身的合理性与可行性等.为此,需要正确的教育减负政策价值取向的引导,以提升教育减负政策的效能,从而达到教育减负的终极目标.

Abstract:Invalidation of burden reducing policies through compulsory education lies in the misinterpreting of burden reducing policies, policies being intercepted, countermeasure vs policies, lack in supervision mechanism for implementing burden reducing policies, no feedback and evaluation of burden reducing policies. Factors causing all these include burden reducing policies involving the benefit of every social aspect, environment for implementing, the executors, the rationality and feasibility of burden re- ducing policies. Therefore, it is necessary to reinforce value - oriented analysis of correct guidance of burden reducing policies, so as to raise their efficiency and reach their final goal.
