| 摘 要： | 20世纪80年代中期以来,随着新经济增长理论的兴起,人力资本理论在当代获得了新的突破和发展,人力资本投资则成为解释经济持续增长的一个具有长期主导决定性的重要变量。根据新制度经济学的制度变迁理论,人力资本的形成和积累受制于制度因素的激励及影响。因此,要加大人力资本投资和生产,必须关注对制度的研究,必须进行教育制度创新。对目前中国教育而言,关键是通过市场机制的引入,明晰人力资本生产的产权,正确处理市场和政府在教育领域中的关系,使教育制度创新步入“全球化”的发展路径———混合机制。

| Abstract: | With the birth of new economic growth theory since 1980s,manp ow er capital theory has achieved a new breakthrough and development and the manpo wer capital investment has become an important leading variant explaining the st eady growth of economy.Based on the system change theory of the new system econ omy,the formation and accumulation of manpower capital is restricted by the st imulus and influence of system.Therefore,research into the system must be paid attention to and the educational system must be innovated if we want to increas e the investment of manpower capital and production.As far as the current Chine se education is concerned,the core is to bring into the market mechanism,make clear the property of manpower capital production,handle correctly the relation ship between market and government in the educational realm and bring the educat ional system innovation into the globalized developmental approach,namely the m ixed mechanism. |
