| 摘 要： | 农村基础教育是基础教育的重要组成部分，是受益群众最多的教育工作，也是构建和谐社会的基础。目前，农村基础教育是中国教育领域最薄弱的环节，是影响和谐社会构建的关键因素。财政与教育的关系密切，尤其是基础教育的发展对财政的依赖性更强。如何保证财政对农村基础教育的投入，避免财政投入的不完善性和不稳定性，切实重视和促进农村基础教育发展，是当前迫切需要解决的问题。
