国企人力资本管理存在问题及改进对策

摘    要:近几年,国企大量高素质人才流动到了外企或私企,形成了单方向的人才流动即人力资本的流失,是影响或制约国企发展的主要问题。国企人力资本流失的主要原因有:管理体制不完善,人力资源管理不适应市场经济形式的发展;经营者素质差;企业文化不健全等。应健全选人、用人、留人的各种制度和体系,真正确立以人为本的人力资源管理理念。

Abstract:In recent years qualified talents in state-owned enterprises are streaming into joint ventures or private enterprises.Such brain drain in one direction has caused the drain of manpower capital,which has much impact on the development of state-owned enterprises.The main reasons for the situation are as follows: the structure of the management is not perfect;the human resources management isn't fit for the market economy development;the managers are poor in quality;the enterprise culture isn't strengthened.Therefore,perfect regulations and systems for selecting,employing the talents are needed.The idea of taking individual as the dominant factor in the human resources management should be established.
