| 摘 要： | This paper analyzes the concept of intelligence by use of the principles of cybernetics, and proves that intelligence is the well-organized systematic information which has undergone strict qualitative and quantitative processing. It is the basis for the policy-making body or policy-maker to make a strategic decision.
