| 摘 要： | 由于公共物品消费的非排它性和非竞争性特征,公共物品的价格不能由市场产生并引导社会消费和生产的最优数量导致市场失灵。政府可以发挥资源配置的干预作用,通过市场与政府的分工,采取对不同种类的公共物品实行不同的配给方式,并采取如征税、管制等手段改善市场结果,增进社会经济福利。

| Abstract: | Public goods do not possess the feature of non-exclusiveness.Therefore,their prices,amount of production,and quality of products cannot be allowed to be determined solely by the market.The government should perform its intervening function by resource allocation and chose the right mode of supply through the work division between market and government along with the assistance of taxation and control to improve market results and to increase social-economic welfare. |
