| 摘 要： | 劳乃宣是清末民初历史舞台上一个较为重要的人物，重民思想是其思想体系的重要组成部分。劳乃宣的重民思想中“重民”、“爱民”与“镇压党团民乱”的因子并存，而维护清王朝的封建统治、争取民众素质的提高以取得社会稳定持续的发展，则是他思想的最终目标所在，在当今社会仍有可资借鉴的价值。

| Abstract: | Lao Naixuan was an important person in the end of Qing Dynasty and early years of the Republic of China. The thought of attaching importance to people is the basic part of his ideology. His thought contained not only ＂valuing people＂ ,＂loving people＂but also argued against people＇ s revolt. He wanted to maintain Qing Dynasty＇ s rule, improve people＇ s quality, and make the society increasingly develop. This is his thought＇s goal. Today it will give us some useful experience. |
