| 摘 要： | 奖学金制度存在着差别较大、群体指向性强和国家级奖学金政策缺陷等问题。要通过以科学发展观指导解决政策缺陷、做好高校教育资金统筹、扩大奖学金覆盖面和进一步设计贫困生奖学金等手段来完善。

| Abstract: | There are some problems in the scholarship system,such as great disparity,strong group directivity,the defects of national scholarship policy.We should develop the scholarship system by the following steps: to make good overall plans of the funds of high education;to enlarge the the covered number of students;to further design the scholarship for needy students;to guide and solve the shortage of the policy by the means of scientific developing outlook. |
