| 摘 要： | 基于人的本体性存在与发展的需要,全面协调可持续既是制定交通发展规划的核心理念,也是基本要求。在交通发展规划的制定中,＂全面发展＂既是五大交通系统的全面发展,又是其内部每一个子系统的全面发展;＂协调发展＂主要体现为五大交通运输系统之间以及每一系统内部各个环节、各个方面之间要保持协调、交通系统与国民经济其他各个部门之间要保持协调、交通发展与经济发展、政治发展、文化发展、社会发展之间要保持协调。＂可持续发展＂主要体现为交通发展要与资源节约、环境保护相适应,不能以浪费资源、破坏环境为代价来推动交通发展。
