| 摘 要： | 商业保险具有经济补偿、资金融通和社会管理功能，是市场经济条件下风险管理的基本手段，也是社会保障体系的重要组成部分。随着改革的深化和推进，社会利益格局不断调整，传统的社会管理模式亟待转型，政府有必要引入商业保险机制参与社会管理，完善社会保障机制建设与创新。本文主要结合我国目前的社会保障的现状以及商业保险在社会保障体系建设中的地位和作用，探讨商业保险完善社会保障制度的可行性和途径。

| Abstract: | Commercialinsurance, whichhas the function of fmancial compensation, capital accommodation and social management, is a fundamental method to manage the risks under the conditions of the market economy and also an important part of social security system. With the deepening and development ofthe reform, the pattern ofthe social interests has persistently been adjusted and the traditional mode of social management demands transition; therefore the government needs to import a commercial insurance system which will play a part in social management and perfect the construction and innovation of the social security system. This paper, through discussing the present condition of social insurance in China, and the position and function of commercial insurance in the construction of the social security system, explores the feasibility and methods of perfecting the social security system in commercial insurance. |
