| 摘 要： | 党的十六届四中全会做出加强党的执政能力建设的战略决策,是时代的需要,人民的需要,是提高党的凝聚力战斗力的需要,是立党为公执政为民,保持党同人民群众密切联系的需要,是粉碎国际敌对势力妄图对我国进行“西化”、“分化”战略图谋的需要。本文从学习贯彻党的十六届四中全会精神,提出新时期加强党的执政能力建设的紧迫性、重要性。

| Abstract: | In new period,to strengthen the governing ability construction is to meet the requirments of our limes, people and Party's battle effectiveness. lt is to meet the requirement of the close connection of the party and people; the requirement of breaking up the international hostile force making us "westernized" and "splitted up" as well. So it is very important and urgent to strengthen the governing ability construction. |
