| 摘 要： | 农村土地使用权的流转对我国农村土地资源的优化配置与合理整合、对促进农村经济的快速发展与社会的和谐稳定，都具有十分重要的意义。针对目前土地使用权流转中出现的问题，我们应着力完善法律法规、畅通流转渠道、建立流转市场、健全社保体系，在保障农民合法权益的基础上促进农村土地的健康流转。

| Abstract: | It is of great significance for the transfer of the right of rural land-use to optimize and integrate rural land resources and promote the development of rural economy and social harmony.Considering the existing problems,we should improve laws and regulations,ensure smooth flow channels and set up a transfer market and a sound social security system to protect the legitimate rights and interests of farmers. |
