| 摘 要： | 甘肃高速公路建设要突破资金的制约，必须实现筹资渠道的多元化．在现阶段实施项目融资将是甘肃高速公路建设发展最有效的方式．利用层次分析法（AHP）对各种项目融资方式的融资风险、融资成本等进行可行性、安全性、经济性各指标的分析，把专家意见和分析者的客观判断结果直接而有效地结合起来，将定性问题定量化．可以选择出最优或最满意的项目融资具体方式．

| Abstract: | Gansu Highway construction must achieve diversification of funding sources for breaking the constraints of funding. The implementation of project financing will be the most effective manner at the present stage. Because of several commonly project financing models having its own advantages and disadvantages in highway construction of China, it is necessary to analyze the indicators of feasibility, safety, economical efficiency of the risks of financing and financing costs for various finacing methods based on the analytic hierarchy process （AHP）, effectively combine the analyser＇s objective judgement results with the expert advice, which will quantify the quantitative issues and select the best way of project financing. |
