| 摘 要： | 追寻了以书为本、德治的图书馆精神百年历程，提出并论述新世纪图书馆精神是以人为本、法治。而以人为本首先是内部以馆员为本、外部以读者权益为本，法治既要重视馆员职责也要重视馆员权益。
