| 摘 要： | 利用DEA-Tobit两阶段方法对上海创新系统资源配置效率进行评价,分析了环境因素对创新资源配置效率的影响机理.实证研究结果表明:要根据区域创新系统人力资源的存量来确定财力资源的投入;要认识到区域创新系统发展的阶段性特征,并根据对区域创新系统所处阶段的判定,将系统的创新资源配置到弹性大的产出方向;避免区域经济增长较快所导致的资源不合理投入,减少由于资源冗余而导致的资源流动阻塞以及高才者的寻租行为;要深刻认知基础研究与创新活动的耦合性机理,实现区域创新系统的可持续快速发展.
