| 摘 要： | 实施西部开发战略，加快西部地区经济发展，是党中央统榄全局，贯彻邓小平“两个大局”战略构想的重大决策。积极利用外资是育海实施西部开发战略的一个重要组成部分，这对于加快育海对外开放步伐，促进育海经济和社会发展以及缩小东西部发展差距具有深远的现实意义。
