| 摘 要： | 终身学习是21世纪提高国民素质与提升国家竞争力的战略选择。台湾对终身学习推展历经几十年的努力,已有重要成果展现。但与韩国等国家的终身教育比较,仍存在有效推动架构欠缺、法制化程度不高、学习成就认证机制不完整和经费不足等重大问题。基于打造学习社会愿景,推展台湾终身学习未来策略是：设置各级推动单位,建立完整架构;提高终身学习的法律位阶,尽速研修终身学习法;建立终身学习成就认证的完整机制;建立终身学习机构之间的协调与统整;充实终身学习推展的经费,以为研订台湾终身学习推展的政策之参考。

| Abstract: | Lifelong learning is the essential key for upgrading the human quality and national competitiveness in the 21st century. In Taiwan, there have been some important achievements in lifelong learning promotion for ten more years. But in contrast to lifelong education in Korea and some other countries, lack of effective promotion mechanism, low legalization level, incomplete academic achievement accreditation mechanism, and lack of fund are still hindering the promotion of lifelong learning in Taiwan. Finally, to the vision of learning society, five important strategies were proposed as follows： （1） to establish all-level promoting organization; （2） to enhance the legal position of lifelong learning for making the law as soon as possible; （3） to build up a complete mechanism of lifelong learning achievement accreditation; （4） to promote the coordination and integration of lifelong learning organizations; （5） to increase the budgets or expenses for lifelong learning. |
