| 摘 要： | 构建我国政府体育公共服务体系,是建设体育强国的迫切需要,更是破解当前体育发展难题的必然选择。结合社会政治背景,从顶层设计、政府职能与动力机制三个层面分析了我国政府体育公共服务的逻辑框架,指出必须通过顶层设计,从制度上明确为谁服务;通过边界规制,从职能上界定服务内容;通过动力整合,从机制创新上寻求突破。在此基础上,文章对构建我国政府体育公共服务体系进行了理性思考,认为重铸共溶利益是构建政府体育公共服务体系的起点,重塑政府职能是构建政府体育公共服务体系的重点,重构服务机制是构建政府体育公共服务体系的核心,重思历史难题是构建政府体育公共服务体系的关键。

| Abstract: | Setting up the public service system for Chinese government sports is not only critical to develop a sports -power coun- try, but also the necessary way to solve the current problems existing in Chinese sports development. This essay is based on the social politics, and analyzes the logical structure in Chinese government sports public service from the top frame, government func- tion, and meditative mechanism. It points out that, from the view of system, this system needs a clear picture on the people it serves, with the use of the top designing; from the view of functionality, it needs a properly defined service types, with the use of boundary limitation; from the view of mechanism, it needs innovations, with the use of the motivation consolidation. With this foundation, this article draws an overall picture on the Chinese government sports public service system construction logistically, within which, the reestablishment of the manual benefit is the start, the remodeling of the government functions is the emphasis, the rebuilding of the government system is the core, and the reconsidering of the historical issues is the key point. |
