| 摘 要： | 对免费义务教育政策进行价值分析，有助于促进我国教育政策决策的科学化和民主化进程，有助于分析与思考在实践中如何更有效地实施免费义务教育政策。免费义务教育政策的本质性价值选择是依法保障每一位适龄儿童享有平等接受义务教育的权利，促进义务教育均衡发展；免费义务教育政策体现出教育优先发展、教育平等和义务教育公益性的政策价值理念；能否处理好阶段性推进与全面推进的关系、强势与弱势之间的关系、普及数量与提高质量之间的关系将直接影响到免费义务教育政策实施的成效。

| Abstract: | The analysis of value of free compulsory education policy will help policy - making more scientific and democratic, and help the implement of policy more effective in practice. The value selection of free compulsory education policy is to protect the right of every school - age children to receive compulsory education equally and promote the balanced development of compulsory education. Free compulsory education policy refleet the priority development of education, education equality and the public nature of compulsory education. The relationship between the strong and the weak, the comprehensive and the phased, the quantity and the quality will directly impact on the effectiveness of policy implementation. |
