| 摘 要： | 比较分析了计划经济体制下政府行政管理与市场经济条件下政府公共管理体制规制的不同。认为:在社会转型期,政府对高校竞技体育的管理,应通过对中国大学生体育协会的培育与监管来实现间接性的行业规制。指出:政府规制应遵循培育与监管并举的方针,采用授权、委托的方式,使大体协真正有职有权,逐步与政府分离,扶持与帮助中国大学生体育协会逐步成长壮大,从而保证高校竞技体育发展方向的正确性和发展进程的有序性、规范性。

| Abstract: | The difference of regulatory constraint of system between the government administration management under the system of planned economy and the government public management system under the condition of market economy was compared and analyzed.It considers that in social transition,the government management to universities and colleges' competitive sport ought to realize its indirect regulatory constraint of occupation by way of making cultivation and supervision of China's Sports Association of University Students.It pointed out that the government regulatory constraint should follow the guiding principle of keeping cultivation and supervision simultaneously,use the manner of authorization and entrustment to make China's Sports Association of University Students be really able to exercise its function and power that go with a post and divorce from government gradually,and foster and help China's Sports Association of University Students to grow up and strengthen step by step,thus ensuring the accuracy of direction and orderliness and normality of progress of the development of competitive sport in institutions of higher learning. |
