| 摘 要： | 袁世凯甲午条陈中所陈述的改革军事、编练新军的思想，与甲午战后以光绪皇帝为首的清延中枢急切变法求强的心理相一致，所以为光绪皇帝所接受。袁世凯练兵权的获得，最直接的原因就是甲午吾陈。甲午条陈是袁世凯小站练兵的先声，小站练兵的指导思想源于甲午条陈。

| Abstract: | During the Sino-Japanese War of 1894-1895,Emperor GuangXu accepted the presentation of YUAN Shi-kai,he stated the reform military,enrolling and training new armed forces' thought.Because it was consistent with the require of the Qing Dynasty main center,which taken Emperor GuangXu as head.They wanted to pass the political reform anxiously to be formidable after the Sino-Japanese War of 1894-1895.YUAN Shi-kai obtained the authority of training the military,it was the most immediate cause that the presentation during the Sino-Japanese War of 1894-1895.The presentation not only was the first signs that YUAN Shi-kai trained the military in XiaoZhan,also was his guiding ideology fountainhead. |
