| 摘 要： | 近年来,我国宏观经济政策把稳中求进作为总基调,将稳增长放在了更加重要的位置,积极应对,主动调整,加大了预调和微调力度,着力扩大内需,稳定外需,经济运行初步显现了触底企稳的迹象。积极的财政政策对于维持经济高速增长,制止经济衰退起到了关键作用。我国宏观经济政策层面,需要在稳增长和调结构之间保持宏观经济政策的协调,兼顾积极财政政策和稳健货币政策,并加强积极财政政策的实施力度,适当扩大赤字规模,进一步加大结构性减税的力度,适当降低增值税的标准,继续将结构性减税作为实施积极财政政策的重心,使结构性减税在稳增长、调结构中发挥更加积极的作用。

| Abstract: | In recent years,China＇s macroeconomic policy has tried to seek the economic growth in stability by taking active measures and focusing on expanding domestic demand and external demand. And the economic operation revealed the preliminary signs of stabilisation. A proactive fiscal policy has played a crucial role in curbing economic decline and maintaining a high economic growth. In this paper,with a systematic review of macroeconomic policy on the basis of recent years,the author analyzes the impact of the positive fiscal policy on China＇s economic development and puts forward policy proposals for the macroeconomic prospect of China in 2014. |
